Can a LEO make a 23103 cite an Infraction, right on the citation while scratching it out? I never heard of that, but can't say as I've ever gotten such a citation...but I know a guy who just did. How does that work?

It seems LEO's have a universal policy to shoot dogs they encounter, that offers much of a threat. I'm curious to know what the policy says, and even more- what justification is behind it. It concerns me that an animal can be destroyed, that isn't life threatening, so I'm seeking knowledge. Thx!
