So, I guess that only applies in states that tax your possessions, but this is CA BOE? I've kind of forgotten about that sinister practice. Or would it have commercial application, because let's say my boat is a bass boat, but I'm not paying any taxes on it?

The Board of Equalization (BOE) doesn't specifically deal with business taxes. BOE is an agency that implements taxes or fees as directed by legislation.

There is a contact listed on the document. I don't understand why you are not reaching out to that contact for more information.

Is it possible that they're shaking down people who bought a boat and the sale price was far less than the perceived value?

I know a bunch of people well motorcycles and agree to put a lower sale price than actual so that the buyer doesn't have to pay as high of taxes on the sale. Just a thought.

Maybe. It mentioned property tax and I'd think sales tax is different. In fact, it seems that CA assesses an annual "use tax" on boats, and possibly your lawn mower too. :wtf
