Vehicle registration enforcement during C-19... few questions?

I understand mostly from hearsay conversation that the DMV is not issuing fines for expired registration during C-19 SIP.

- is this in fact correct?

- if so, is this also the policy of law enforcement agencies?

- if so, is this state wide, or does it vary from agency to agency?

- my real question... if there is leniency given for vehicles with expired registration, could I expect that same leniency extend to vehicles that are mid-way through the process of being issued a title (SPCN) but are being ridden on the road prior the the title process being completed? (assumptions: I could show documents that the process has been initiated; I've progressed through the process to where a California assigned VIN / "blue tag" has been issued; I could show that the vehicle is insured).

Registration leniency is essentially law because the governor issued an executive order.

Leniency about your specific question would fall under officer discretion.

Personally, I've only been stopping and writing people for registration that expired in 2019.
