Passing in construction zones?

On the 2 lane undivided road I commute on (1 lane each direction), they have the following signs posted:
"Fines doubled in construction zone"
"Road Work. Speed Limit 35mph"
"Do Not Pass"

I imagine their intention is "don't enter into the oncoming traffic lane to pass, because we might be backing a truck onto the road that you can't see", but I think by the letter of the law passing somebody by lane sharing would be illegal too?

Also, a secondary unrelated question. I thought I read in the CVC that if somebody is blocking the roadway you can temporarily use the shoulder (or bike lane) to pass? Can anyone find that code, and would that allow you to use the bike lane during gridlock only to get around somebody hogging the lane or otherwise blocking you from legally sharing the lane with them?
