Kids riding pillion laws - Bay Area

The other day I was out in my car running errands when a large V-twin motorcycle pulls up to the front of the line with a child sitting pillion. This is the second time I've seen this particular motorcycle and rider. The first time was near a school with a young girl on the pillion seat, this time it was an older male child.

To be clear I'm not passing judgment on this; my own research on it gives one answer but I'd be curious what the LEO opinion is.

The male child looked to be maybe 8 or 10 years old and very comfortable on the bike. He was large enough that his feet could reach the foot-pegs and his head was above the pillion seat backrest. He had a helmet but it wasn't a DOT or full-face type. No armor jacket, no riding shoes, no gloves and hands in his lap. The father had a leather jacket, gloves, and helmet but also was otherwise not wearing full riding gear. The young girl I'd seen riding earlier that month was much smaller with a similar helmet and gear arrangement.

What are the laws on children riding motorcycles pillion seat? I've done some research on it and gotten some answers largely based around age, weight, etc. It would be great to get some clarification.

Does the law require the child to wear at least dirt-bike level armor or is a DOT helmet and hoodie sweater technically legal?

Are the laws largely around size, weight, age?

For context I have two young children who are both are currently too small to ride pillion comfortably or safely. I would love to take them for a spin around the block once they can safely and legally ride pillion and find gear that fits them properly.

I believe the two requirements in California are that they need to be wearing a DOT-legal helmet, and be sitting on the designated pillion seat with their feet on the passenger pegs. As long as they are big enough to have a properly fitted helmet and reach the pegs, you're good to go.

Mt granddaughter is now 11. She first started riding with me at age 10. I got her an actual full face helmet, and an armored jacket and gloves from Cycle Gear. The jacket is a bit large but it works.
She wears heavy jeans and boots. I also have a belt with 2 handles on it. She said she's very comfortable and secure on the back.

^ this. Nice job clarifying it as a California deal, as there's no such thing as Bay Area law (as the title suggests).

Additional gear is certainly a good idea for everyone, but there are no laws requiring additional gear for anyone in California, beyond a DOT rated helmet.

Some of my daughter's finest memories are of me picking her up from middle school with a gixxer. I brought her DOT full face helmet complete with wild graphics with me. Her ability to bypass the virtual sea of kids waiting to herd on to their respective buses just made her feel that much cooler. She is in her late 20's now and still brings it up to this day.

What’s was the majority of you experience dealing with them? Were they confrontational?

Not at all, actually they were more of a danger to us than anything. They would hover next to us on the freeway for miles while mouthing something in their car to their passenger(s) or on the phone with a looks of horror and anguish on their face. I could of easily sped off but I never did more than 5 mph over the speed limit with my kiddo on the back cruising down the roadway. My daughter will notice, asks me if it's ok to wave and if I say ok, she'll wave and they move on along. People rarely ever have the guts to say anything to a stranger's face.

My kids rode with me on the road starting about 6 years old. We rode 100s of miles.

They had dot helmets, gloves, hiking boots, jeans, skateboard pads on the knees over the jeans, skateboard pads on elbows under a heavy winter coat.

They wire the same gear when they started riding the PW50 at age 3, 3.5 and 6.
