Fitness Device uses Massive Data

Over 500MB/mo, 380MB since Christmas.

I went to Android settings and blocked this app's background data use, and it still managed to send 100MB since Christmas in background. Is it possible to block an app's data use in Android? If that doesn't work, does that mean Android is broken or the app is breaking rules and skirting policy to steal info?

Is there a way to report this to Google?

Google says to open the app in the play store, scroll to bottom to report app. The only thing at the bottom are ads for more apps. There is no report link anywhere, so I just gave negative feedback. I also perused the report app from the desktop. Oh, it's there, but when you click it it takes to a page that seems you can't actually make the proper report. Seems like a little link maze. And what if I wanted report Android for failing to block this apps background data use? And why can't I block all data use from an app?

It's Oura. I guess I could just toss it all in the trash. 500MB/mo. Crazy. They either don't know what they are doing or are stealing lots of unrelated data... I can't justify or even explain that much data use.
