Converting 06 crf 450x into a street legal bike in CA

Hi guys,
I'm sure a lot of people have probably already posted about this but I could not find a thread for it. Maybe you could help me out.
I live in CA and am trying to get my 06 CRF 450x street plated. I have put the stock brake lights and turn signals from my 2017 DRZ 400SM. I think the only other thing I am missing are tires. I have a headlight on their but no highbeam. Do I need a highbeam to get it approved for the street? Is there anything else I need to do?
I went to the DMV and the guy was able to register my bike in their system and charge me the registration fee. He said the only thing I'm missing now is the form from the CHP that basically says my bike is approved for the street. Can anyone help me get this form?

Has it been registered in CA before? If so, it becomes more difficult.

I bought my WR450 with a SD plate and then transferred it to CA. I can PM you the info of the place I had do the VIN verification.

It’s been registered in CA but off highway only.
I think the vin has been verified. That’s probably what the dmv guy charged me for. But more info doesn’t hurt.

What I’m missing is that form chp fills out and gives it to you. I have to turn that in to the dmv and I’m golden

Did they give you a name for the form you need?

The most likely thing they're looking for is VIN verification. How much did they charge you?

No, didn't give me a name. Just said the CHP has to fill this form out. I asked them for the form and they wouldn't give it to me thinking I would fill it out myself haha
They charge me about $105 I believe. Have to check the receipt again to confirm

CHP fills out the form for the vin verification in my experience.
Is it a brake and light inspection? Shops can do those.

Yeah, good luck there my friend, CHP will be filling out a REG31 (https://goo.gl/pWkkJJ) and looking for two things your bike does not have, and never had:

Box 6 - US Federal Certification Label that "agrees with VIN" and states "Vehicle complies with US federal motor vehicle safety standards"

Box 9 - Emissions Label sticker stating either "vehicle meets us epa stnadards and california standards" or "vehicle meets california standards for on-road and OHV (Dual sport M/C)

Just confirmed at the DMV. You're right, it is the Vin verification form.
What do I need to get this approved and finally get my bike plated?

I know people have plated their crf's before. There has to be a way to this.

it had previously been green stickered so I had to go to DMV to get the plate itself (had been hoping to avoid that)

I falsified nothing. I made no special requests of the VIN verification service (recommended by someone else, and the price was reasonable). I have a CA plate tied to the factory VIN.

the DMV employee did ask me if it could go on the freeway, which I answered truthfully ("yes, I took it on the Bay Bridge this morning")

There are ways around for sure, and you clearly described one method in your post.

My point here is that if the OP goes to the CHP with a green sticker bike in hopes of walking away with a REG31 that will net him a plate, that will most likely result in disappointment.

If it does work out, congrats, hell I'd buy him a beer to celebrate.

Green sticker bikes simply do not have the required factory stickers to satisfy the requirements I noted previously.

That all being said, there are always variables like the inspectors familiarity with the CVC and DMV processes, the kind of day they are having, and so on, that may work in your favor, good luck and let us know how it goes!

Not impossible, doable but requires some help from someone that know how to properly fill out the form . All the DMV person behind the desk is looking for is if it's properly filled out ,to legally cover their butt, they are happy to take your money whether they can register or not.

Without going into details. I kinda ran into similar situation when I purchased my KTM from a friend who originally bought it in California. Street legal 450 EXC out of the box, had no turn signals, only 2 Fed Stickers, (need 3 to register, one is for federal something or other) and no front brake switch.

He moved out of state, registered it there which dropped the Ca Registration. I purchased, brought back to Cali and DMV would not register due to a few things. No 3rd sticker, had off- road only sticker on the bike that I removed but still they would not. Did not matter when I showed old registration showing street legal in California. DMV took my money but would not register unless I take to CHP to check if its stolen, even then not a guarantee I could register in Ca.

Long story short I was successful in getting registered only because I personally knew someone in the know, that knows the legal loophole in system. That was a few years ago, the bike is still Ca registered. Not sure if this is still possible today

Box 6 -
I'm not sure there is a Fed sticker on any KTM bike (Dual sport or green sticker model). Can anyone tell me if their KTM has this sticker? Where is it located?

Box 9 -
I think this can be bypassed if the out of state bike has more than 7500 miles on the odometer. It should not matter if the emissions label says 'off-road only' if the bike has 7500 miles or more.
* This is NOT applicable to bikes that have the 'nasty' "3" or "C" as the eighth digit in the VIN. All bets are off on those bikes.

As I mentioned on my post. When I took it to DMV they were looking for 3rd Federal sticker that was not on the bike. (never had it even though originally when purchased it was California Street legal.) This is where things get muddy. This was for my KTM 450 EXC

Good luck especially since your bike was never officially street legal, it only shows Green stickered in California. Keep us updated on the progress.
