The California Air Resources Board (CARB) invites interested parties to participate in a public workshop on Wednesday, April 11, 2018, in El Monte, California, to discuss the updated emissions inventory for off-highway recreational vehicles (OHRV). The purpose of the workshop is to present CARB staff’s updated estimates for current and future emissions from OHRV. Staff will discuss the key components and findings of their Red Sticker assessment, and explain how information on OHRV population, vehicle usage, and emissions rates have been incorporated into the latest update of the emission inventory. Proposed regulatory amendments for OHRV will not be presented at this workshop, but will be covered in detail by CARB staff in a separate workshop to be held later in April.

Was anyone able to join the workshop today? I was unfortunately not able to.

I also see the next workshop is coming up. This is where the real meat is. Based on the wording sounds like rather than just removing the sticker program, they will ban red stickers from OHV land. Ugh.

Mbrick, since you did the typical copy-n-paste without linking that people here do, you're missing some important information.

First, if anyone wants to attend the next workshop, the full announcement is here. That announcement includes a few important things:
1. A link to actually register for the webinar (which anyone can do—it's a public meeting)
2. This note: "Approximately one week prior to the workshop, the presentation material will be made available via the CARB website at:
https://www.arb.ca.gov/msprog/offroad/orrec/redsticker.htm." I understand your concern, but I'd hold off on thus far-unfounded statements "they will ban red sticker from OHV land" until you get your hands on that info and review all the other information available there.
3. Also in the name of being informed, the announcement contains this note on joining the email list: "The Red Sticker Off-Highway Recreational Vehicle program email list,
https://public.govdelivery.com/accounts/CARB/subscriber/new?topic_id=orrec." Anyone who is interested in this topic should join the list, rather than relying on partial copy-n-paste jobs for information.

Second, I didn't attend the off-road meeting yesterday morning, but did attend the on-road meeting in the afternoon—I posted my somewhat extensive notes on the meeting in News, Clues & Rumors on CityBike.com, along with the meeting materials. I am not aware of any other publication covering this, and if anyone wants to get an idea of what all is discussed in one of these meetings, check out the meeting materials. One may not agree with CARB's methods, but there are reasons for this stuff (as BusyLittleShop said), and regulation isn't going away. Better to get informed and involved while we can.

I do plan to attend and cover the next off-road meeting as well.

I just got the deck from the morning meeting from Nick Haris, Western States rep at the AMA (for those that don't know him). Here it is.

yeah... Nick said that the meeting in May is where any proposals will be made.

I listened to both webinars. The Red Sticker presentation was pretty much just a rehash of past meetings. We'll have to wait and see what they propose. In my opinion, the on-road presentation shows that the CARB would like to follow the EU5 (European Union) regulations but will have to figure out how to change their current testing and bike classifications to mirror the EU5 items. A major concern that was expressed is the high number of street bikes that had modifications that could affect emissions. They realize that "California Only" regulations would be disruptive. They won't be implementing any changes for a few years.
