Are bicycle racks that obscure tags legal?

One of my neighbors got sideswiped by some idiot who then proceeded to run. Neighbor has a dashcam so he figured it wasn't worth chasing.

Unfortunately, upon reviewing the recording a wide bike rack obscures the tag. Is that legal? How do LEOs call in stops on vehicles like that?

It’s illegal to obstruct or block license plate so many reputable bike rack manufacturers make a license plate mount bracket to properly display your plate but it means removing and re-installing. Only exemption is disabled person transporting a wheel chair blocking rear plate but they’re supposed to have a decal in rear window that has plate info.

As for officers doing a stop, cant speak for all but I just notify dispatch I’m doing traffic stop , location, on make/model, color, with obstructed plate. I don’t pull someone over for obstructed plate unless I’m investigating a more serious crime and I need PC to stop them. Otherwise there are a million speeders and cell phone users causing accidents that I can stop and ticket.
