An unnamed Kawasaki dealer in Walnut Creek quoted me $300 for a valve adjustment. Am I crazy or does that seem insane??

So I was installing a new exhaust system, started torquing the exhaust bolts, and the wrench never 'clicked', so I kept on tightening. The next thing I knew, the exhaust bolt fucking broke in half. Anybody know how to fix this?

Anybody know what the circled part does? Can I remove it? It pushes up against my back armor, and limits my neck's range of motion (can't look very far upwards). Unless that's the point of it?
