Out of pure curiosity, Since recreational marijuana use has been legalized in CO and WA, but still illegal under federal law... Could a regular city leo, sheriff, etc still arrest someone using marijuana and cite federal law?

If I was to buy a small utility trailer from a private seller with no license plate and drive it home would I get in trouble if pulled over? I would of course get it registered after I buy it. Thanks
